 CONFLICT CONTROL AND CRISIS MANAGEMENT BETWEEN CHINA AND SOUTHEAST ASIA: AN ANALYSIS OF THE WORKSHOPS ON MANAGING POTENTIAL CONFLICTS IN THE SOUTH CHINA SEA.Liselotte Odgaard, PhD Candidate, Department of Political Science, Aarhus UniversityThis paper has analysed the Workshops on Managing Potential Conflicts in the South China Sea in the context of the security environment of China and Southeast Asia in the post-Cold War era. On the basis of the English school concepts of conflict and crisis, the paper concluded that the Spratly dispute as the most complex of the South China Sea disputes had developed from a conflict which could be contained within the security arrangements of the Cold War into a crisis which challenged existing patterns of state interaction. First, the Spratly dispute posed a challenge to the regional balance of power because it threatened to askew the relative power of China and Southeast Asia to the advantage of the former. Second, the Spratly dispute called into question the ability of Southeast Asian diplomacy to maintain competing claims at the level of peaceful disagreement. Third, the Spratly dispute challenged the authority of international law by generating incentives to translate unilateral conceptions of justice into national legislation
