This paper supposes that peace and stability in the South China Sea is vital not only to the littorals but also to the outside states whose interests are involved. Even as India’s interaction with and involvement in East Asian economic and political affairs increases rapidly, it has vital interests in the SCS. In addition to applying relevant international law provisions and to fashion a legally-binding code of conduct, it is imperative to involve certain outside powers in a multilateral framework such as the East Asia Summit.
