  This paper explains why the executive branch during the two US presidencies of the early 1990s moved toward joining the United Nation Convention on the Law of the Sea (UNCLOS) and why the United States has yet to ratify the treaty. In the process, this study provides insight into why the United States sometimes refuses to enter multilateral treaties but still shapes international law.
