In order to solve the dispute and promote cooperation in the South China Sea region, the author suggests that conserving and managing fishery resources could be established as a starting point. There are a great number of management means, institutions, and international instruments, such as conventions, treaties and arrangements have been developed to protect fish stocks. Nonetheless, these policy means should be practiced in an integrated mechanism, which is under national, regional, and international levels, so that the policy objects could be accomplished. In a well-organized mechanism, the following elements are necessary for an ocean governance to proceed: harmonization of legislations and regulations on fisheries and environmental protection among parties concerned; transparency in national ocean policy is a critical component in making decisions for the related governments; regional cooperation among states in relevant fields, as well as the contributions made by regional fisheries management organizations. This paper concludes that an RFMO is needed in order to conserve and manage the fishery resources in the South China Sea. Furthermore, such model could be contributed towards the solution of the dispute in the South China Sea.
