The White Paper claims that Hoang Sa (Paracel) and Truong Sa (Spratlys) were already and fully part of Vietnamese territory. The Hoang Sa archipelago and some of the Truong Sa Islands have temporarily been invaded by troops of the People's Republic of China in January, 1974. But these insular territories will live for ever in Vietnamese hearts and will some day be restored to the Fatherland. The Republic of Vietnam resolutely demands that all portions of her territory that are illegally occupied be restored to Vietnamese sovereignty.

This White Paper is designed to demonstrate the validity of the claims made by the Republic of Vietnam. It is also an appeal for justice to the conscience of all law abiding and peace-loving nations in the world. Throughout legal basis, geographic and historic background etc,…The White Paper proves that Vietnam fulfils all the conditions required by international law to assert its claim to possession of these islands at the same time solemnly denounce the occupation of these Vietnamese territories by foreign troops. Regarding the Hoang Sa (Paracel) Islands, not only was the gross violation of Vietnamese sovereignty by the People's Republic of China a defiance of the law of nations and the Charter of the United Nations: in-as-much as this involved the use of force by a world power against a small country in Asia, it also constitutes a threat to peace and stability in South East Asia.

Presidential Decree No. 1599 of 11 June 1978 established an Exclusive Economic Zone of the Philippines extending to a distance of two hundred nautical miles beyond and from the baseline from which the territorial sea is measured: provided. The common boundaries shall be determined by agreement with the State concerned or in accordance with pertinent generally recognized principles of international law on delimitation. The Republic of the Philippines shall have and exercise sovereign rights, exclusive rights, jurisdiction and other rights in the exclusive economic zone.

In the present booklet, the views of the Socialist Republic of Vietnam will be briefly presented to prove once again that the Hoang Sa and Truong Sa archipelagoes have for a long and uninterrupted period of time been part and parcel of Vietnamese territories, that the Chinese claim over these two archipelagoes- is without juridical grounds and that the  Chinese occupation of the Hoang Sa archipelago by force is an act of aggression.

White Paper of Minitry of Foreign Affairs, Socialist Republic of Vietnam clearly proves an indisputable Vietnamese sovereignty over the Hoang Sa and Truong Sa.
